Dr. Carol Rusawis a natural United States of America (USA)citizen. Her professional administrative and organizational consulting have been widespread across the nation. She received her Ed.D. from Virginia Tech in Blacksburg, VA. Additionally, she received her Masters of Public Administration(MPA) from Golden Gate State University, and her Bachelor of Arts (BA) in English from Lake Superior State University. Birthed in the Liberal Arts Tradition, Dr. Rusaw has expanded her reach over the years on government and non-profit grant administration, focusing on transcultural competence and organizational change.
As a Workforce Education Manager for the U.S. Department of Defense, Rusaw designed, developed, and conducted training for 500 professional, technical, and administrative personnel. Additionally, she conducted civilian leadership education research, policy development, and program coordination. Prior to that, she was an Associate Professor of Adult Education and Institutional Analysis at North Dakota State University, where she focused on policy development and diversity in higher education. In 2015, Dr. Rusaw lived in Maastricht, The Netherlands where she was a CIES Fulbright Senior Specialist focusing upon training and development in culturally-sensitive leadership instruction.
Rusaw was also an Education Specialist with the U.S. Department of Education, as Branch Chief of Vocational and Adult Education. Also important to note, Rusawwas a Senior Fellow of the highly-selective Government Leadership Program from 2001-2002. In the 1990’s she was an Assistant Professor of Organizational Communication at the University of Louisiana. And, she was also an Associate Extension Professor at the University of Connecticut where she designed, developed, taught, and assessed several management development programs for state and local government managers. Over the course of her career, she has focused on quality as a priority in her management and leadership style, influencing her colleagues to become independent change agents within their respective organizations. She has a reputation for being a very effective classroom manager and an inspirational (and quite friendly!) thought-leader.
In 2019, Dr. Rusaw was selected by the World Complexity Science Academy to be their Public Affairs Officer for the WCSAJournal.com open-access, double-blind, peer-reviewed serial. This high-profile role with the Academy has afforded her with a strategic relationship and partnership alongside numerous “elite” higher educational institutions throughout Europe.
